will shew that a great deal of responsibility, quite devolve on the Executive & Executive Engineers in charge of the four branches into which it has been found desirable to divide the Engineering Department, viz. the work of the Annual Recurrent Works including works under the Building Ordinance, other than Water and Drainage Works, as Reclamation Works, Extraordinary Public Works, Water and Drainage Work.
It is, therefore, necessary for the economical and efficient discharge of the duties in these several branches, that the Executive Engineers should be men of high integrity and professional qualifications, and the peculiar nature of local circumstances renders it most desirable that they should be permanent members of the Department.
